As decentralized identity technology accelerates digital transformation, how are governments incorporating this technology in public sector applications and strategizing about applying it in the future? What are the benefits? What are the challenges? What are the next steps?

In this conversation, we’ll hear from those championing decentralized identity in the provincial government of British Columbia, the state government of Rhode Island, and the country of Aruba.

Panelists:

Andin C.G. Bikker
Andin Bikker graduated in Dutch Law and Civil Law Notary law at the Free University of Amsterdam. Andin was Member of the Parliament of Aruba from mid-October 2009 to mid-November 2017, and Minister of Justice and Integration of Aruba from mid-November 2017 to mid-September 2021. During his tenure as Minister, the Aruba online electronic admission application card was introduced, as well as regulation of the use of Biometrics to enhance seamless travel. Andin has returned to private law practice and legal advisory, and is a senior legal advisor to the Aruba seamless travel experience program, the ‘Aruba One Happy Pass’, on behalf of the Minister of Tourism of Aruba.

Nancy Norris
Nancy Norris is the Senior Director of ESG & Digital Trust in the Ministry for Energy, Mines and Low Carbon Innovation for the Government of British Columbia, Canada’s western-most province. Nancy has worked for the Government of British Columbia since 2018. In her current role, Nancy is responsible for the Energy & Mines Digital Trust (EMDT) pilot project, which explores how British Columbia can leverage its leadership position in SSI and digital credentials to improve responsible mineral and natural gas sourcing and carbon accounting.

Elizabeth M. Tanner, Esq.
Elizabeth (“Liz”) Tanner was appointed Rhode Island Secretary of Commerce in June 2022, under Governor Daniel McKee. In that role, she administers the Executive Office of Commerce, the state agency charged with promoting commerce and fostering an economic environment in which Rhode Island’s businesses can grow and prosper. Secretary Tanner oversees multiple state departments and quasi-governmental agencies. Among those, the Department of Business Regulation, of which she was Director prior to her appointment as Secretary, and the Rhode Island Commerce Corporation, a quasi-state agency which collaborates with public, private, and nonprofit partners to offer consulting and funding assistance to businesses. Known as a problem-solver with a passion for making it easier to do business in Rhode Island, Liz is a fierce advocate for governmental efficiency. A graduate of the University of Rhode Island and Western New England University Law School, Liz has also received training from Harvard University’s Kennedy School of Government.
