Drafting a proper pandemic response policy

We have tolerated more than a year of lockdown and social distancing enforced by threat of imprisonment, fines, and police action. During this time various aspects of normal life have been banned or discouraged. The result has been a long period of misery and hardship for millions who were never in any danger from the SARS-COVID-2 virus.

Winter will seem a long way away but it is coming and with it danger of a new viral threat and renewed lockdowns.

In this Zoom session we will set aside our skepticism and take the threat seriously. We will break open an editor and draft together the first version of a manifesto for a proper pandemic response.

What is a reasonable objective for society in a pandemic or epidemic?
What is the role of Government?
What responsibilities fall on people?
How should society react if minorities do not do what is felt to be necessary?
What legislative options should be presented?
What possibilities are created by technology?
What possibilities are created by markets?
