A better treaty-making model for AI?

Details
This online Harnessing AI Risk Pre-Summit features a range of global experts in the international governance of AI and dangerous technologies, offering their insights on this question: Could an intergovernmental constituent assembly be a better treaty-making model for AI?
The Pre-Summit is organised by the Harnessing AI Risk Initiative, led by Rufo Guerreschi, and will be introduced and moderated by David Wood, Chair of London Futurists.
Members and friends of London Futurists are encouraged to watch the event as it is livestreamed, here, and to post comments and questions in the livestream chat as the event proceeds. These comments and questions will guide the prioritisation of forthcoming London Futurists events and projects.
== Context ==
The remarkable acceleration of AI innovation, and its convergence with poorly regulated digital communications, challenges humanity to come together as never before to build a global governance system for AI that is effective, expert, timely, democratic, and federal.
It is widely recognized that AI brings astounding opportunities to boost human well-being. Nevertheless, it also brings immense risks for human safety and for concentration of power and wealth.
While the challenge of wise AI governance is inherently global in nature, international initiatives by superpowers and intergovernmental organizations appear to be progressing too slowly, and lack sufficient scope, mandate, global representation, and democratic method. Without a change in approach, global citizenry risks standing completely powerless in the face of AI.
What is needed is a better treaty-making process. At least, that is the assertion of the Harnessing AI Risk Initiative, as you can read in the Open Call it has launched, which you are encouraged to sign.
The speakers at the Pre-Summit will be offering and debating their different views as to the strengths and weaknesses of this initiative.
