Ronald Newman (“Ronnie”) serves as a Senior Advisor at the U.S. Department of Treasury for Inflation Reduction Act Implementation. In addition to contributing to efforts to issue key tax-related guidance and working with the IRS to put in place user-friendly processes and resources for tax credit claimants, he engages in wide-ranging stakeholder outreach to inform Treasury’s approach and educate the public about key IRA benefits. Current priorities include working to ensure that key tax credits are wellunderstood and well-utilized by important beneficiary groups, including consumers/households, non-profits, and housing developers/building owners. He previously served as National Political Director at the American Civil Liberties Union (ACLU), where he led the ACLU’s National Political Advocacy Department, which houses the organization’s policy and campaigns teams, grassroots organizing infrastructure, and electoral programming. In that role, he steered the development and implementation of non-litigation strategies designed to advance civil liberties and civil rights priorities at the federal, state and local levels. During the Obama Administration, Ronnie served as Director of Human Rights and Refugee Protection on the White House National Security Council. There, he led Administration efforts to expand the U.S. Refugee Admissions Program, planned and coordinated President Obama’s September 2016 Leaders’ Summit on Refugees at the UN, and managed U.S. engagement with the UN Human Rights Council. He coordinated major Administration initiatives involving all key diplomatic, law enforcement and intelligence agencies, and engaged regularly with representatives of foreign nations, state and local governments, and non-profit advocacy organizations. Prior to his White House tenure, he served in the Legal Adviser’s Office at the U.S. Department of State. In that role, he advised Department officials on major legislative proposals and responses to Congressional queries. He provided legal support on various matters, including the United States’ international legal obligations and U.S. statutes and regulations relevant to U.S. foreign policy issues, and regularly represented the United States at the UN and in other international fora. Ronald graduated from Morehouse College and holds a J.D. from Yale Law School. Prior to law school, he spent periods of his career living and working in China, studying issues related to trade and development. Ronald also spent a period of his early career in the investment banking sector at Goldman Sachs and Co. He is based in Washington, D.C.
