As promised here is the email I received from Beth Tucker Long from the Madison PHP user group.  Make sure to check it out and submit a paper if you have something that you are passionate about.

That's right, we are hosting our very own PHP Conference! Two tracks of talks to choose from, and there will be something for everyone from those wanting to learn PHP to developers who use PHP every day! All this, plus lunch! 

Madison PHP Conference

If you register before the schedule is released (on October 16th), you can get tickets for only $40! They jump up to $60 on October 16th, so don't wait. 
    There will be two tracks of speakers and lots of networking opportunities. In the morning, the first track will be a PHP Foundations track and will start with learning the basics of PHP for anyone who is interested in starting PHP development. The second track will be for active PHP devs. In the afternoon, both tracks will have a mix of talks ranging from beginner to advanced, so there will be something for everyone. 
    Lunch will be included in the conference to provide for more opportunities for networking and interacting with the speakers. We will also have an open spaces area where people can gather to discuss topics or problems they are trying to solve.
