It sounds like what you're looking for is an employee, when what you
probably need is a co-founder.

This is not the kind of reach-out that gets you what you want in an
employee - you need to specify a whole hell of a lot more in a job ad
(like what technology selections have been made already, etc) to get a
developer on board in this fashion.

If it's a cofounder role, working-for-equity, you should probably
specify the number of points that that person is going to get, and
come up with a story that's strong (but vague) enough to attract
someone with the chops to do what you want to do.

If this is really
just-another-social-­networking-app-for-a­-particular-populati­on - well,
that's not so innovative that you can't come out and say so.
