It is both! Many FileMaker projects start off as useful “low code” systems…and grow over time into “pro code” systems.
The FileMaker platform development environment offers an awesome set of tools to build systems that can run entire organizations and/or workgroups.
The challenge in FileMaker platform development is usually not “can I do that?”, but rather “I could do that 3 different ways…which one is the best?”
Should we deploy to desktop, mobile, and/or the web?
Should we integrate with web services, desktop applications, and/or “big iron” SQL based databases?
Should we use plug-ins?
Etc.
