    Todd Carolin - Mr. Carolin, currently with the federal contracting firm Eagle One Solutions, has over 25 years of experience driving major strategic initiatives at the intersection of finance and technology modernization for both the Federal Government and private sector. His experience spans work with organizations in the international development, biobanking, healthcare, energy, defense, and IT policy and compliance arenas.
    Rudolf Livingston, CPA - Mr. Livingston is the Chief Deputy Auditor for Utah County, Utah. He has approximately 30 years experience in city and county finance operations as an independent auditor, accounting manager, budget manager, finance director and deputy auditor. He has served in leadership and committees for multiple state-wide professional organizations and has presented government finance topics at conferences.
    Paul F. Dowding – Mr. Dowding is a strategic advisor specializing in the integration of blockchain solutions within government financial systems. With over 20 years of experience in enterprise technology, digital identity, and secure infrastructure, he has led initiatives across public sector finance, defense, and regulatory compliance. Mr. Dowding has advised national and international agencies on leveraging distributed ledger technologies to enhance transparency, streamline operations, and mitigate fraud. He is a regular contributor to thought leadership on digital transformation in government.
    Moderator: - Gerard Dache - Mr. Dache is the Executive Director of the Government Blockchain Association (GBA), an international nonprofit organization that connects public and private sector leaders to advance the responsible adoption of blockchain and emerging technologies. He brings over 25 years of experience in program management, government consulting, and organizational transformation, having worked with numerous federal agencies and multinational organizations. Mr. Dache is a recognized thought leader in blockchain policy, governance, and innovation, and has been instrumental in shaping global blockchain standards and frameworks, including the Blockchain Maturity Model (BMM)
