Believe it or not, stamps were once used to pay taxes. This practice started in England and was brought to the “Colonies” and we all know what happened there.
David Leathart, a Fellow of the Royal Philatelic Society in London will join the British Empire Study Group from England via Zoom to discuss how these “Revenue” stamps evolved from 1624 to 1902. Most examples will be from his collection.
Postage stamps were created through the combined efforts of the Post Office, the printing company, and the all-powerful Revenue department. As is often the case with the distribution of power within trios, one of the players can be left out.
David will show how the tax man seems to have had the louder voice by displaying Revenue and Postage stamps side by side. He will also show that Revenue stamp designs can be far more interesting than their Postage counterparts, despite the smaller color palette.
In England, they taxed everything from soap and windows to newspapers and an American favourite… tea.

About David Leathart
Many of us start out on the philatelic road as children. David admits that as a youngster he was more interested in toy trains, an interest that continues to this day. His interest in philately, however; began
later in life through an odd introduction in a series of fantasy books called ‘Discworld” by author Terry Pratchett. In 2004 Pratchett released a volume entitled ‘Going Postal’, a story wherein postage stamps were invented. In parallel with the story, the ‘Discworld Emporium’ organization also began producing their own stamps, which they continue to do to this day. David was an avid reader and serious adopter of the Discworld stamp hobby, an influence that took him further into philately.
In 2006, David and his partner Penny Taylor went to a stamp fair in Norwich where they met Tony Hender of Arun Stamps, a specialist in Great Britain. Penny asked him what part of philately has a beginning and an end. He simply replied, Postage Dues! With that advice, their philatelic journey began.
Over time, Penny began specializing in Errors, Mis-perfs and the 1887 Queen Victoria Jubilees. David went after Queen Victoria era Postage stamps and discovered an interest in overprinted examples that eventually led to Revenues.
David and Penny are both members of the ‘King’s Lynn Philatelic Society’, David is also a member of the ‘Revenue Society’, ‘the ‘East Anglian Postal History Society’, the ‘British Empire Study Group’ and is a Fellow of the ‘Royal Philatelic Society of London’. Over the years he and Penny have both collected trophies for their exhibits including a National
Gold, a Vermeil and a Best in Show.
David currently enjoys traveling and sharing his Revenue material using zoom presentations.
