The UK Government recently dropped plans to include a Communications Data Bill in their legislative programme. Now Theresa May wants it back.
The Bill would have enabled mass surveillance of all our personal internet and phone communications, and represented the latest round in a long history of tension between state surveillance and the right to individual privacy.
Can a balance be struck that protects civil liberties?
