Since 2006, RailsConf has been the largest gathering of Rails developers in the world (and for most of that time, it's been the largest gathering of Rubyists, as well). The 2014 edition, presented by Ruby Central, runs from April 22-25 and brings the conference back to Chicago, IL, the site of the very first RailsConf.
