In October 2024, the Center for Ethics and the Rule of Law (CERL) conducted a tabletop exercise in which a U.S. President launched an unpopular law-enforcement operation in Philadelphia, escalating into an armed confrontation between state and federal forces. As ICE agents unleash violence and fear on the streets of Minneapolis, much of CERL’s simulation is playing out in real life. Claire Finkelstein, a law and philosophy professor at the University of Pennsylvania and CERL’s director, explains the implications of this terrifying scenario.
