Educational Equality: should gifted students be privileged by the system?

Aloysius will be leading this discussion about the issue of educational equality. On the one hand, we want the education system to be fair to everyone and thus provide equal resources to teach all students well, On the other, the country needs talented people to develop themselves as well and as far as they can so that they can invent, lead, create and organize cultural, business and scientific developments. How should be steer between these two perhaps conflicting goals? What are your views?
