A good business case should help people to make informed and objective decisions when considering new ideas or initiatives. It can either provide a solid foundation for success or undermine the outcome from the outset.
It has been ten years since New Zealand introduced the 'Better Business Cases' framework for major government projects. This framework uses a 'five-case' model when considering a project: strategic (compelling case for change), economic (value for money), commercial (commercially viable), financial (affordable within available funding), and management (achievable and can be successfully delivered).
Celia van Vliet will share the lessons learnt from Treasury business case clinics and Gateway reviews over the last five years.
Celia is from the Investment Management and Asset Performance team (IMAP) in Treasury. She has over thirty years' experience in project and programme management, quality management, and project audit.
For the last three years, Celia has been the lucky owner of the Better Business Cases framework at Treasury!
