California’s Cap and Trade Program: The Fundamentals

What is Cap and Trade? How does it work? How is California’s approach better than the European Union’s?Cheryl Laskowski will discuss California’s cap and trade market mechanism and how it fits into California’s wider mandate to reduce greenhouse gas emissions to 1990 levels by 2020.

Cheryl is an environmental scientist working as a consultant at AECOM. She holds a Ph.D. from UC Davis in Climate Change Ecology and currently assists municipalities, agencies, and developers in understanding and planning for climate change.

    I am going to make an assumptions here:
    People in this discussion understand the dynamics of climate change.
    If that is true, then the discussion of cap and trade is a mute point. We must stop using fossil fuels if we are going to survive this climate crisis. Cap and trade solves nothing. We have to stop emitting CO2 period.

    I am looking forward to learning how this cap and trade process fixes some of the fundamental flaws of the cap and trade process itself and contrast this with "free markets" - how do fundamentally better designs break in to supplant "cap and trade".
