It claims to be a FREE TO PLAY GAME, but FREE PLAY has been disabled.
(you have to buy at least the base game).
You use GOLD to unlock content permanently in game.
You start with 100 GOLD and may earn more for playing (a lot).
You use real money to BUY GOLD TO UNLOCK CONTENT.
Note: companies use a two-tier system to deny consumers REFUNDS.
Steam will REFUND the cost of a game within the first TWO WEEKS OF PURCHASE if it has been played LESS THAN TWO HOURS.
In-game currency (GOLD) cannot be refunded if used to unlock game content.

RECOMMENDATION: To play Catan, buy the BOARD GAME BUNDLE for 1300 GOLD and you will have the BASE GAME + CITIES & KNIGHTS + SEAFARERS. You start with 100 GOLD, then buy 900 GOLD for $7.99 and 100 GOLD THREE TIMES (x3) for $0.99 to have enough for this BOARD GAME BUNDLE (this is the cheapest way = $10.96).
If you love Catan, you could buy 1700 GOLD for $14.99 and buy the BOARD GAME BUNDLE (1300 GOLD) plus Special Scenarios 1 (300 GOLD), and still have some GOLD left over for upcoming content releases.
I personally do NOT recommend Catan - Rise of the Inkas (500 GOLD). I own the game in real life and it is not one of the better Catan History games.
Rivals of Catan (500 GOLD) is a two player card game version of Catan. I have no opinion on this game.
I bought 3000 GOLD for $24.99, just so i wouldn't have to purchase more later (hopefully). I have only purchased the BIG BUNDLE so far.
