What the heck is the Alaska Industrial Development and Export Authority (AIDEA)?

AIDEA is a state corporation that controls hundreds of millions of dollars in state funds with little oversight and consistently invests in risky megaprojects like Ambler Road and drilling in the Arctic Refuge.
