Drinkup 1 - A shared purpose for the Belgian Stoos Satellite

As this is the first event for the Belgian Stoos Satellite it is my suggestion to build a shared purpose for this satellite within the bigger picture. And if time permits us also extend this with some basic working agreements to which we allow self-organization to happen.
