Agentic RAG for matching and reimbursing professional training

A small business with 8 employees has a training budget.
Its owner doesn't know that budget exists, doesn't know how much it's worth, and has neither the time nor the contact to go and claim it.
The funding system itself works. It is simply underused: opaque OPCO entitlements, training provider catalogues that are scattered and share no common format, and reimbursement paperwork that discourages anyone from trying.
This is the problem Lea Learn addresses: a SaaS platform that helps small-business owners identify their training budget and match it with the most suitable training provider.
This talk tackles the subject from both ends: building the product and the market, then the technical machinery that follows from it.

Product and market

  • Origins — how the need surfaced, and what you discover when you actually go and meet business owners
  • Why AI changes the game in a domain that is both regulated (OPCOs, funding caps, collective agreements, mandatory training) and fragmented (thousands of providers, no publishing standard)
  • Business model and partnerships with training providers: who pays, for what, and why that choice
  • Lessons from the field — several of which run counter to our initial intuitions

The tech: from a poorly worded training need to a funded training course

  1. Express a need: a chatbot that turns "he doesn't know how to use Word" into a structured needs specification.
  2. Collect: scraping agents for training catalogues — page normalisation, benchmarking tool
  3. Index — embeddings / vectorisation of training programmes, objectives, prerequisites: pgvector, HNSW, cosine similarity, re-indexing.
  4. Search: hybrid multi-criteria search, query expansion (HyDE), cross-encoder, reranking, composite scoring
  5. Know when to stay silent: score floors, calibration decoys, replayable retrieval traces.
  6. Fund — structured OPCO rules base, SIRET ⇒ IDCC ⇒ OPCO resolution, funding coverage estimate
  7. Next: automating the company ⇄ OPCO intermediation — assembling the reimbursement file and tracking it.

On a regulated subject, AI is there to absorb the vagueness of the input and the lack of structure in the data — not to make decisions. Everything binding, funding and eligibility, remains deterministic.
No prior knowledge of vocational training funding required: we start from scratch on the business side, and from basic technical knowledge on the AI side.
