Dominica is a small, but significant Caribian Island which is in the middle of this vibrant area. The development and study of the Postal System and Island Post Offices reflects its unique situation.
Dominica, named by Christopher Columbus on Sunday, 3 November 1493, was a French Colony from 1715 to 1763. In 1763 it was given to Britain as part of the Treaty of Paris. Dominica remained a British Colony from 1763–1978. Dominica was part of the Leeward Islands, but that too changed.

Mariners grouped the cluster of Caribian islands between north and south America as Windward (toward the wind) or Leeward (downwind) islands. The small island of Dominica is on the dividing line. Before 1939, it was part of the Leeward Islands but in 1939 switched its affiliation to the Winward Island Group
Dominica is a forward-thinking Island. In 1831 Dominica passes a law affording free non-white people social and political rights resulting in the 1832 election of three Black assembly members. In 1838 Dominica was the only colony to have a Black-controlled legislature.
This talk will explore the development of Dominica's Postal System the interdependencies of the Island Post Office.
The British Empire Study Group hosts Peter McCann in a free presentation of this small but progressive Caribbean Island. July 8th at 6 pm (NY Time) The event is FREE. Membership in the BESG is free but not required to attend our events.

About Dr. Peter McCann
Dr. McCann, RDP was the past President of the American Philatelic Society (APS) and current APS Director at Large. He is the current Chairman of APS Awards Committee, Chairman of the Luff Awards Committee, and Member of the APS Committee for the Accreditation of National Exhibitions and Judges (CANEJ).

In 2007 he signed the Roll of Distinguished Philatelists (RDP). He is also the recipient of the John N. Luff Award for Outstanding Service to the APS, the Alfred F. Lichtenstein Memorial Award for Service to Philately, the Bernard A. Hennig AAPE Award for Excellence and Improvement in Philatelic Judging, and received the Philatelic Foundation Neinken Medal for Distinguished Service to Philately.
