In the state of California it is REQUIRED to be registered with the Attorney General of the State of California. https://oag.ca.gov/travel
Addionally the seller needs to have a bond of file.
Hence the term Licensed and Bonded.
The "organizer" of this event was not Registered, Licensed or Bonded and it is therefore removed.
