Eckhart Tolle talks about “creating from Presence” a lot in A New Earth, The Power of Now and his Conscious Manifestation teachings, even if he doesn’t always use that exact phrase.

Rather than using vision boards and effortful affirmations to get “more” in the future, we’ll look at how true creation arises from the stillness of the present moment—when the noisy demands of the ego quiet down and a deeper intelligence can move through you.

Eckhart is very clear that consciousness (your inner state) is the primary factor in creation, and action is secondary. If your inner state is still egoically driven, you just re-create modified versions of the same world again and again.
So, ego-based manifestation can be very active and busy, but it’s still an expression of the same old consciousness of lack, fear, and separation.
