Inaugurato l'8 marzo 2023 dove prima sorgeva lo scalo merci di Porta Vittoria con annessa stazione, il parco si estende per circa 30mila metri quadri e comprende spazi aperti con attrezzature per la ricreazione, lo sport e le passeggiate, aree per relax e per picnic. Nel 2026, all'interno del parco, verrà completata la nuova Biblioteca europea di informazione e cultura (BEIC), che contribuirà al processo di rinascita del quartiere di Porta Vittoria.
