Chicken and the egg insurance agent

Am I hearing this right?  Two different contractors have told me this.  one had insurance for many years and let it lapse a couple months ago.  The other was trying to get it for the first time.  They were both told that they must have insurance in force, uninterrupted for at least 2 years????
 
Can that possibly be right????  If the only people that can get insurance must have it and if you get out you cannot get back in, there will soon be no more insured contractors.
 
I hold a class A residential builder and commercial builder for many years.  I have never had a claim and have no complaints with the DPOR, knock on wood.  Are they saying I cannot get insurance?
