We will spend 6 hours discussing the CIP and have an opportunity to provide IOG more opinions and input on the governance parameters and implementation. CIP-1694 marks the first iteration of Cardano’s on-chain governance. Given its importance, achieving broad consensus is vital as Cardano looks to the future. At this workshop will explore all parts of CIP-1694 and, in particular, provide values to thresholds that are yet to be determined.
CIP-1694 Homework: Come prepared!
Read the CIP-1694: https://github.com/JaredCorduan/CIPs/tree/voltaire-v1/CIP-1694 The document builds on and extends the original Cardano governance scheme based on a fixed number of governance keys. It aims to provide a first step that is both valuable and technically achievable in the near term as part of the proposed Voltaire governance system.
Questions we will explore at the Workshop CIP-1694
CIP-1694 Insights & Opportunities
- Should we bind the scope of what the constitutional committee can vote on?
On-chain Deposits
- What amount of ada should be deposited to submit a governance action?
- What amount of ada should be deposited when registering as a DRep?
- More info: https://github.com/JaredCorduan/CIPs/tree/voltaire-v1/CIP-1694#controlling-the-number-of-active-governance-actions
Treasury Withdrawal
- What limits should be in place for a withdrawal action and/or over a specified time period. Consider <= 100k ada, <= 1M ada, and <= 10M ada
- More info: https://github.com/JaredCorduan/CIPs/blob/voltaire-v1/CIP-1694/README.md#governance-actions
Community Tooling
- What tools and user experiences need to exist to lower barriers to participation and make Cardano's on-chain governance easy to engage with?
- More info: https://github.com/JaredCorduan/CIPs/blob/voltaire-v1/CIP-1694/README.md#bootstrapping-phase
Action Thresholds
- What quorum and passing % thresholds are required to ratify a governance action. Consider all seven governance actions (i.e. Constitution Amendments may warrant a super majority).
- More info: https://github.com/JaredCorduan/CIPs/blob/voltaire-v1/CIP-1694/README.md#governance-actions
Action Expiration
- If a governance action is not ratified, how many epochs should a governance action stay active before it expires and the deposit returned to the proposer
- More info: https://github.com/JaredCorduan/CIPs/blob/voltaire-v1/CIP-1694/README.md#governance-actions
DReps Incentives
- Should DReps be incentivized? And if so, how much, and how should the payments be managed?
- More info: https://github.com/JaredCorduan/CIPs/blob/voltaire-v1/CIP-1694/README.md#drep-incentives
Plus some optional questions if we have time:
Metadata Formats
- Governance actions and the votes use new metadata fields in the form of URLs and integrity hashes (mirroring the metadata structure for stake pool registration). What should be included as mandatory metadata for governance actions?
Constituional Committee Compensation
- Should the Constitutional Committee be compensated for their time, and if so how?
