Let's meet at the Netherlands Carillon Bells between Arlington Cemetery and the Iwo Jima Memorial. Hopefully, the weather will provide clear skies!

I checked Photo Ephemeris and for Moonrise at 7:29 PM 95.92° Waning 99.94%
I scheduled it for 6:30 PM to get there early, find parking, and get set up.

The moon will be to the left of the Washington Monument this month.

There is limited parking in the park and on the streets nearby.
