Starting is difficult, stopping is easy. Starting a story can be harrowing: where, how, which character in which situation? Do you write into the story and then discard the extraneous parts? Do you plot it all out and follow the plan? Not every process is right for every writer. As with all writing techniques, what works for me might not work for you. The bottom line: does what works best for you.
We'll cover a lot of ways into a story: plot arc, character journey, hooks, conflict and tension, to name only a few.
