Housing costs have grown more rapidly in Oakland than in nearly any other American city and experts differ on the best way to keep it affordable. Should local housing policy focus on building new affordable housing units, or should the city buy existing housing and making those units affordable over the long term? Should they be providing more vouchers to cover the difference between what people can afford and market prices? Or is the answer all of the above?
