International Crowdfunding Legal Issues

I might be interested in getting involved with crowdfunding (Kickstarter style) in another country but I'm not sure if there are international regulations or issues that I need to worry about.  I'm not a web developer or a technical person.

1)  Are there regulations with contributors funding a project internationally?  For example, if a project manager posts a project to be funded in the U.S., can someone from another country fund it without any regulations?  Do payment processors, like Paypal, handle this issue?

2)  How would you begin a crowdfunding site in another country?  Can I create a U.S. corporation that is doing business in another country or do I need to create a corporation in that country?

3)  If I decide to create a U.S. corporation doing business in another country, where would I host it?  Would the site be too slow if the audience were in another country on the other side of the world?  Can I be a U.S. corporation and host the site in another country?
