The preamble to the U.S. Constitution states:

We the people of the United States
___, in order to
___[1] form a more perfect union,
___[2] establish justice,
___[3] ensure domestic tranquility,
___[4] provide for the common defense,
___[5] promote the general welfare, and
___[6] secure the blessings of liberty
___to ourselves and our posterity,
do ordain and establish this constitution for the United States of America.

  1. What does "general welfare" mean in the Constitutional context?
  2. In what way(s) did the framers in September 1787 obligate the United States of America to promote it?
