Event Details
As AI systems become more powerful and prevalent in our lives, what used to be a questionable behavior in the lab can now have profound impacts to our lives and livelihoods. To this end, governments all over the world have attempted to specify acceptable behaviors of AI systems to prevent harmful applications from damaging our economies and societies. A notable such effort is the ongoing discussion at OECD, the Secretariat of G7/G20 whose work on internet privacy has led to legislations like GDPR in EU and CCPA in California. It is expected that OECD's work on AI may also be widely adopted. However, with AI new heights in its capabilities and making inroads into unforeseen application domains, thorny ethical questions emerge. This talk will describe the current state of OECD's approach to establishing a regulatory framework on AI systems and how stakeholders can still influence its direction. What additional considerations must be taken by AI system developers will also be discussed.

Speaker Bio
Kuansan Wang received BS from National Taiwan University, MS and PhD from University of Maryland, College Park, all in Electrical Engineering. After completing his dissertation on the neural network in the primary auditory cortex, he joined Bell Labs to apply auditory models to noise robust speech recognition. He then continued the work at Microsoft Research, where he was responsible for spoken technologies in Windows Speech API, Microsoft Speech Server, Windows Mobile Voice Command (later Cortana), and Microsoft Response Point. Recognizing that computers cannot conduct natural conversations because of the lack of knowledge and the capabilities to automatically acquire it, he moved to Microsoft Online Service division and work on the nascent knowledge graph research. He then became a Managing Director of Microsoft Research where he oversaw Academic services and the largest open data distribution of Microsoft Academic Graph. He retired from Microsoft in 2021 after helping non-profit organizations to reproduce the technologies underneath MAG and continue the project in the public domain.

Dr. Wang has represented Microsoft to international standard bodies W3C, ECMA, and ISO to adopt intellectual properties he developed at Microsoft, served on the adanced research advisory council of ITRI in Taiwan, and as an OECD AI expert in the classification and risk working group. He has more than 100 academic publications and 100 patents, and has been serving on the program committees and editorial boards in the areas of AI and Data Science.
