Annotating data with d3.annotation()

We took the month of March to reflect on the meetup and think about what we need to change to improve d3.Oakland(). Please let us know your thoughts as well...

In April, Susie Lu will be our special guest. As she says, "annotations establish context, and direct our users to insights and anomalies....implementing them is difficult".
