BIO: Elaine Bulloch is a Senior Manager of Technical Program Management on Intuit's AI Business Disruption & Acceleration team in the Office of the CTO, and an agile coach with over 15 years carrying agile from the team room to the enterprise. She has facilitated agile training throughout the Bay Area and spoken at a global Scrum Gathering in Barcelona. As a Certified Scrum Professional, she is recognized for a player/coach approach that simplifies complexity and allows her to build directly alongside her teams.
Before Intuit, she built a long career in embedded systems, starting in sales, technical support, and training, then led agile transformations at LeapFrog and Fitbit, scaling planning and execution enterprise-wide. Through her consultancy, Golden Sun Consulting, and as a key SourceCell consultant, she led enterprise portfolio planning for 5+ years at California's Department of Health Care Access and Information (HCAI), with clients including Wells Fargo, Stanford's SLAC, Rocket Lawyer, Zebra Technologies, and Oracle.
Today, Elaine is helping shape the future of technical program management as a coach to high-velocity teams driving AI-native innovation. On her teams, product managers, designers, and engineers build in one shared medium while agents handle the build, and she's the glue: pushing decisions at 70% confidence and catching drift before it compounds. That work now centers on a rethink of how accounting software works, and how the coach's role changes as authority spreads across people and machines. For fun, she's a jazz musician who plays bass.
