In April 2020, the province of Ontario announced that 21,00 iPads and free data would be deployed for Ontario learners to connect during the pandemic. This presentation explores internet access in relation to human rights and considers how the long-standing policy goal of universal internet access for Canadians can be understood in light of connectivity responses during the pandemic.

Karen Louise Smith is an Assistant Professor in the Department of Communication, Popular Culture and Film at Brock University. Karen’s research touches upon technology designed for community empowerment, privacy, and open source software.
