Why do we succeed at higher education but fail at primary/secondary?

Celebrate Easter with some Deep Thinking about the state of our educational system! I've been pondering reasons why the US is a leader in higher education but fails miserably in primary and secondary education. Foreigners flock (or at least, used to) to America for higher education, but there is certainly no rush to get a primary education here.

Let's discuss what is wrong and right with the various types of education here and around the globe. And we'll also have to reflect on the damage being done with regard to the current administration, as well as the faults due to parenting, unions, and other factors.
