What’s next after the Singori 5-6 decision?
President Moon pledged to denuclearize Korea’s energy by halting construction of the Singori nuclear reactors 5 and 6. Upon taking office, instead of keeping this promise, he revisited the pledge by convening an advisory committee to help decide based on public opinion. 471 random citizens were picked as part of a focus group. After education, debate and deliberation from pro and con sides, a majority voted to resume construction of the power plants and phase out nuclear energy. How are we to understand such seemingly contradictory decision? What lessons can we draw from this milestone in deliberative democracy? Was this a victory or a defeat for the anti-nuclear power movement?
ISC Advisor and Director of Energy Justice Action Lee Heon-seok was president of the anti-nuclear power group that presented against the nuclear reactor construction. We invite him to share the discussions, dynamics and final vote and the tasks that remain for the anti-nuclear power movement.
