For those who still want to hike this weekend (many events have been cancelled), I'm thinking to meet up with the El Paso Ridge Walkers. We need to meet at 7:15 AM, and leave by 7:30 AM from Las Cruces.
There are several doing this route with the Ridge Walkers, and the park is actively staffed with park rangers. It's nearby, fast (we should be finished by lunch), and relatively warm.
Information from the El Paso Ridge Walkers:
When: Saturday Feb. 5th
Where: Tom Mays Park off Transmountain Road on the west side of the Franklin Mountains
Meeting place: Mundy's Gap parking lot--the first right turn after the ranger pay station
Trails to hike: Start on the Mundy's Gap-North Franklin Mt. trail, turn right at the signed junction and go to West Cottonwood Springs, take the trail that angles north-east up to the ridge and Mundy's Gap, follow the road back down to the parking lot.
Length: 4 miles +/-
Meet time: 8:30 am
Type: on trail
hiking time: 3 hours +/-
bring: water, snacks, park fee $4
Other: ask for a map of the trails in Tom Mays park at the ranger pay station

Las Cruces: Milagro Coffee, Pan Am Plaza (not Pan Am Center!) at 7:15 AM. We'll carpool from here. Milagro's has fresh bagels on the weekends. El Paso: At trailhead (unsure of where this is, exactly) at 8:30 AM. Please call Carol.
