Tortugas Mountain commercial ETZ rezoning meeting

The Doña Ana County Extra-Territorial Zoning (ETZ) Commission is meeting to rezone a parcel of the land next to Tortugas "A" Mountain near Centennial High School. As per the sign:

Doña Ana County Staff is recommending Intial Zoning on a 15.98+/i acre parcel located at the southwest corner of the intersection of Dripping Springs Road and Sonoma Ranch Boulevard. The parcel is currently in ECN1 (Public Conversation District, holding zone when public lands are transferred to private ownership) Zoning District, per Section 3.2.C.1 of the ETZ Ordinance. There are three (3) major Zoning categories available (Residential, Commercial, and Industril) and staff is recommending EC3c (Planned Commercial District, 3.0-acre minimum lot size, attractive and efficient retail and personal service facilities of integrated design, with conditions) Zoning. The subject parcel is described as being a 15.98-acre tract of land, more or less, part of Lots 19 and 20, in Section 23, Township 23 South, Range 2 East, N.M.P.M. of the U.S.G.L.O. Surveys, located east of the City of Las Cruces, Doña Ana County, New Mexico, as recorded in the office of the Doña Ana County Clerk on November 28, 2012, with Instrument #1229315. The property can be further identified by Parcel ID #03-29813.

"Planned Commercial District" means strip mall.

If you hike at A Mountain (or even if you don't!), you'll agree that there does NOT need to be a strip mall, fast food joint, or other "efficient retail and personal service" facility destroying the view shed in an otherwise completely undeveloped area—one that we frequent regularly.

The rezoning of this plot of land has come up before and has consistently been voted DOWN for rezoning. However, the landowner has a legal right to request rezoning again, and the ETZ, whose purpose is to rezone things, has interest in modifying zoning to generate more tax revenue for the county. These meetings are the only public input for the rezoning process, and it's important that you go and let your voice be heard.

This is a "special" meeting with no agenda listed and no mention on the calendar—I won't claim perfidy or subterfuge (i.e. underhanded tactics), but you can use the facts and draw your own conclusion.

If you are able, please attend the ETZ Meeting and let them know that as voting residents of Las Cruces and Doña Ana County, we don't want commercial development around Tortugas Mountain.

    I see the owner of the 16 acre parcel of land near Tortugas Mountain wants to create a legacy for her family. I suggest that she establish a memorial park dedicated to her family and "Our Lady of Guadalupe." This would show true community spirit. The candidates endorsed by the Sierra Club are Roger Back as an at-large member, and district supervisors Kurt Anderson and Sally Williams.
