Allisa Carr serves as a Business Outreach Liaison with the California Department of General Services, where she provides expert guidance on Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) certifications. She works closely with California businesses to help
them navigate the state’s procurement process and identify contracting opportunities.

Before joining state service, Allisa built a successful career in the financial industry, holding leadership roles at MBNA America, Wells Fargo Bank, and U.S. Bank. As an Assistant Vice President in Sports Marketing, she managed strategic partnerships with major sporting events, overseeing on-site activations and driving new credit card acquisitions.

Allisa earned her Bachelor of Science in Business with a minor in Marketing from Delaware State University. Her combined experience in business development, marketing, and government procurement uniquely positions her to support California’s diverse business community.
