Violence Is The Last Refuge Of The incompetent

This was a quote by Einstein and it does seem to capture an element of truth. However, where is it not applicable - when is violence appropriate? Are all predators incompetent? Were all the peasants who rose up with pitchforks against the aristocracies incompetent? Are gun rights and the threat of violence an admission of incompetence?
