That's all I'm pointing out -- $20 is a rounding error compared to the value of the time a developer invests creating an app that doesn't suck.? Arguing over $20 is as stupid as suggesting that no barrier to entry (all crappy apps get approved for free) is a smart strategic plan.

And you're right -- I don't know how big the market is going to be anymore than you do, but I do know that virtually unlimited resources will spur its growth, a global army of existing Visual Studio developers is well-equipped to build apps for the WP7 platform, and as Fernando confirmed in his post -- the platform is ridiculously easy to work with -- that doesn't point to a tiny market share.
