Of course, even if that does happen, it is a very very small number of students who forge their credentials -- and such students come not only from abroad but from the good ol' US of A too.

 
You might be able to start the verifications at this level--the initial application and before--and extend it from there as I doubt that they turn honest once they are admitted. Perhaps become the Honest Records expert company. There is no continuing verified record for employees/consumers to purchase.

Actually there are a number of well-established companies in the academic records verification and comparison space, such as World Education Services (WES) and ACREVS. I know that WES will, for a fee, store your verified/vetted transcripts for an indefinite length of time.
