Advice needed on dry composting toilet!

Hey all,

I'm working with a non-profit in Philly called "Philadelphia Urban
Creators" that does urban farming to develop community and increase
food security in North Philly, and we're trying to install some sort
of composting toilet on the farm.

The only model I have to work off of is one I used at Ecocentro IPEC,
a permaculture center in Brazil where I did my PDC - but I'm not
entirely sure if that one will work in Philly since there's a
different climate and presumably more regulations. I attached a
picture of that model for you all to see - the seat was on the upper
level, angled surface was facing north (southern hemisphere) and we
"flushed" with saw dust...

My main concerns are a) if we're going to get enough volume of waste
for it to compost properly, b) how we're going to remove the waste
once it's composted and/or full, c) if there are EPA or city
regulations that we'd have to deal with, and d) I think it would have
to be a two-story model, since we're on an urban lot and can't really
dig since some parts still have asphalt.

If anyone has any insight on dry toilets or could send me any
information that might be relevant, it'd be a huge help!!
