Just who is this so-called "Scott" character we've been hearing so much about, anyway, and what's, like, his whole deal?

I'm not sure, but let's try our best to get to the bottom of this by reading an essay by the anthropologist and political scientist James C. SCOTT, author of Seeing Like A State (1998) and The Art of Not Being Governed: An Anarchist History of Upland Southeast Asia (2009), and so much more. Let's check out an essay from his book, Two Cheers for Anarchism (2012), which touches on all kinds of issues: urban planning, industrial engineering, gardening, educational standards, linguistics, ...
