自本港基本法23條立法（2024年3月23日）以來，香港公民社會氣氛低迷，外國企業離港或對香港投資卻步。本論壇(海納論壇）目標為透過和平理性實現香港在《基本法》、《公民權利和政治權利國際公約》(香港在1978年簽署）、及《經濟、社會與交化權利的國際公約》(香港在1978年簽署）下的剩餘言論自由，定期舉辦論壇或沙龍。主題主要涉及香港各行各業的知識交換及共同研究如何在基本法23條及國安法（2020年6月30日）前題下盡量安全進行下討論。因為我們相信這樣一點一滴行駛剩餘言論自由終便能使討論空間擴大。其次，所謂真理越辯越明，透過不停多角度討論，講者及受眾必能有所廣益，最後做到海納百川，有容乃大。
Ever since the enactment of Article 23 of Hong Kong Basic Law (2024 March 23), the civil spirit in Hong Kong has been depressed. There is also an exodus of foreign enterprises from Hong Kong while other foreign enterprises stall at investing in Hong Kong. This forum (the Sea Forum) aims at practising whatever remnant freedom of speech Hong Kong still has under Basic Law, International Covenant on Civil and Political Rights (Hong Kong is a signatory in 1978), and International Covenant on Economic, Social and Cultural Rights (Hong Kong is a signatory in 1978). We organize forums and salons with topics spinning from the knowledge and inner workings of various industries in Hong Kong. Also, we navigate cautiously to avoid breaking the Article 23 or the National Security Law (2020 June 30) , believing that by practising the remnant freedom of speech bit by bit, the public space for civil discussion will eventually expand. On the other hand, with tolerance to diversity and as truth becomes clearer from continuous and multi-faceted debates, both the speaker and the audience must gain knowledge from the discussions.
