Lean toward catching every criminal, and innocent people get swept up. Lean toward protecting the innocent, and some dangerous people slip through. Benjamin Franklin landed on one side: better a hundred guilty go free than one innocent suffer. The trouble starts when those hundred are real, and they're out. What is prison actually for? to punish, to protect us, or to fix people? When a sentence is short, is that mercy or is that punishment of the victim?
