*Beyond Curfews and Toward Real Community Safety*. While youth curfews in DC continue to be pushed in the name of “public safety,” we must shift the focus toward what real safety looks like when communities lead. Instead of policing and punishment, this discussion explores how investing in youth, housing, education, and opportunity can prevent harm at its roots. Grounded in PACA’s vision, this **Assata Shakur Popular Education (ASPE)** session will examine how residents can take decision-making power over safety, resources, and accountability. Together, we will identify concrete steps to move beyond curfews and build community-led, youth-centered systems of care and safety. Food will be provided! *Food will be provided!*

But despite its legacy of violence, persecution, and genocide, fascism continues to hold a strange attraction to many. Join historian Kevin Matthews for an in-depth look at an ideology that brought death to millions in Europe and yet continues to deeply influence our politics and culture. Dr. Matthews will start by discussing how the ideology of fascism arose in the aftermath of the First World War and took hold in Europe in the 1920s and 1930s. To give you a better grasp of what exactly fascism is, he’ll discuss its central themes: Anti-democracy. Extreme nationalism and anti-communism. The use, or threat, of violence in politics. Rejection of established values such as scientific objectivity. Denial of equal rights, especially for women. The assertion of power where a power vacuum exists. We’ll examine the rise and fall of two notorious fascist dictators, Adolf Hitler of Germany and Benito Mussolini of Italy. For a time it was believed that fascism died in the ashes of the Second World War, but it clearly didn’t, and we’ll look at where it remains a political force today. Finally, we’ll examine how fascism continues to permeate popular culture in ways that trivialize it, popping up in music from punk to Madonna, with its latent eroticism making it the subject of films such as *The Night Porter.* Having been called “the most self-consciously visual of all political forms,” it enlisted fashion leaders to produce uniforms and continues today to inspire a look known as “Nazi chic.” Dr. Matthews previously has given fantastic Profs and Pints talks on Ireland’s fight for independence and on World War II German submarine attacks off our coasts. D.C.’s healthcare system, like the rest of the U.S., is profit-driven and structurally racist. Black residents—especially those east of the Anacostia River—suffer from higher rates of chronic illness and maternal mortality and life expectancy gaps of over 15 years compared to white residents. Pan-African Community Action (PACA) has launched a revolutionary survival program to provide practical services while building political power. **[The People’s Pan-African Wellness Front (PPWF)](https://pacapower.org/our-work/programs/ppwf/)** is a community-based grassroots program led by PACA to confront the health disparities impacting African/Black working-class communities in Southeast Washington, D.C. Inspired by revolutionary legacies like the Black Panther Party’s People’s Free Medical Clinics and the Cuban healthcare model, this program seeks to deliver immediate relief while organizing toward long-term self-determination and community control of health. The PPWF will provide: * Free high blood pressure screenings * Free glucose tests (diabetes screening) (available upon request) * Free hygiene products and medical supplies * Free health information and guidance for preventative care As well as political education on community control of health and radical health programs, including the Black Panther Party’s Free Medical Clinics and the Lincoln Detox Center. Medical professionals will also be available to answer health-related questions. When judging morality, should we prioritize **intentions/duty** or **outcomes/results**? It introduces two influential philosophers as representatives of these approaches. * **Immanuel Kant (deontology):** An action is moral when it is done from **duty** and follows rational, universal principles (the **categorical imperative**). Certain acts—like lying—are wrong regardless of the consequences; you can’t do a wrong thing for a right reason. * **John Stuart Mill (utilitarian consequentialism):** The morality of an action is determined by its **effects**, specifically how much **happiness/well-being** it produces. Mill argues that some pleasures are “higher” than others, and that good intentions don’t redeem harmful outcomes. ## Discussion Questions 1. **The lying dilemma:** A murderer comes to your door and asks if your friend is hiding inside. Kant would say you must not lie. 2. **Can good intentions rescue a bad outcome?** 3. **The organ harvest problem:** A surgeon has five patients dying of organ failure and one healthy patient in for a checkup. Killing the one to harvest organs would save five lives, and the math works out for the utilitarian. Why does this feel so deeply wrong? Is that feeling a point in Kant's favor, or just a bias we should overcome? 4. **Do rules need exceptions?** Kant insists moral rules must be universal, with no exceptions. But most of us can imagine extreme scenarios where any rule seems like it should bend. Does the need for exceptions fatally undermine deontology, or is the strength of the system precisely that it refuses to bend? 5. **Who gets to calculate the consequences?** Utilitarianism asks us to maximize good outcomes, but we're notoriously bad at predicting consequences. If we can't reliably know the results of our actions, is it practical to base our entire moral system on outcomes? Does this uncertainty push us back toward rules and principles? 6. **Everyday morality:** Think about a real moral decision you've made recently, even a small one. Did you reason more like a Kantian (what's the right thing to do in principle?) or more like a utilitarian (what will produce the best result?)? Do most people naturally lean one way? 7. **Justice vs. the greater good:** A town can prevent a deadly plague by sacrificing one innocent person. The greater good is clearly served. But is it just? Can an action be morally right and deeply unjust at the same time? 8. **The big synthesis question:** Are these two systems actually opposed, or do they often arrive at the same answers by different paths? Is it possible that we need both: rules to guide us in the moment and consequences to evaluate systems and policies over time?
