AI Talent Strategy - Upskilling vs. Hiring
The Berlin CTO Roundtable is back, and this time weâre tackling a critical question: In the age of rapid AI evolution and shifting market dynamics, is it better to build talent from within or buy it from the outside?
Between the rapid evolution of AI-driven roles and the rising costs of recruitment, the "buy vs. build" talent strategy has never been more consequential. Weâll explore the ROI of internal academies, the cultural impact of shifting skill requirements, and how automation is fundamentally redefining "Senior" and "Junior" roles in 2026.
**Weâll be diving deep into:**
* **The ROI of Internal Academies:** When does upskilling actually pay off compared to headhunter fees?
* **Cultural Impact:** How do you maintain morale while shifting skill requirements?
* **The AI Factor:** How is automation changing the very definitions of "Senior" and "Junior" roles?
**Agenda:**
* **18:30** â Arrival & Drinks
* **19:30** â Panel Discussion
* **20:30** â Networking: Connect with fellow tech leaders to share experiences and actionable strategies on talent growth.
**The Panel consists of:**
Alesia Braga - CTO @ Cint
Paul Lunow - CTO @ Vention
Raphael Eisenberg - CEO @ Recruitment Circle
Join us for an evening of real talk and shared experience. Enjoy food and drinks courtesy of our host, **cognee**.
**Location:** cognee, Paul-Lincke-Ufer 39-40, Hof 4, 10999 Berlin
**Alesia** is serving as Cintâs Chief Product & Technology Officer (CPTO), Alesia has over 20 years of experience working in innovative software companies and has held leadership roles for over 14 years. Before joining Cint, Alesia was the CPTO at SmartRecruiters â a global HR technology company that provides the only enterprise-grade platform connecting people to jobs at scale â where she managed both Technology and Product teams. Prior to that, she worked for Quandoo as its Chief Technology Officer (CTO), a leading marketplace for restaurants and diners. She also brings a wealth of experience working at Google, leading Google Cloudâs global SRE practice and SugarCRM, where she led its engineering and technology services.
**Paulâs** career in technology spans over two decades, covering a broad spectrum of roles from founder and full-stack engineer to CTO. He launched his first literature platform while still in school, setting the tone for a path shaped by hands-on engineering and thoughtful leadership. In early 2025, he also published his first novel, reflecting his ability to bridge creativity with technology.
**Raphael Eisenberg**, founder of Recruitment Circle, has been working in tech recruiting for over 11 years. With a background in economics and business psychology, he places engineers who stay long term. His current focus: AI-fluent talent that measurably improves existing development teams - and what they will cost in the DACH market in 2026.

#33 AI Series: University of Oxford - C. Summerfield
We are excited to feature **Christopher Summerfield**, who is currently a Professor at **University of Oxford** and will discuss "**AI and Human Agency**", lasting approximately 45 minutes. After the talk, seize the opportunity to connect with fellow AI enthusiasts to share ideas and questions while enjoying free drinks and pizza. **Door close by 7.15pm, so please come early! Also, "attend"ing (RSVP) here on Meetup is strictly necessary to be guaranteed entry.**
Please note that Meetup has recently been quite keen on promoting its Plus program. However, you are not obligated to purchase it, as both our events and the platform remain free.
**Who is this event for?**
This event is open to everyone interested in state-of-the-art AI research. We especially design it for students, PhD candidates, academic researchers, and industry professionals with a research focus in machine learning.
**Abstract**: As AI systems become integrated into every aspect of our lives, a key challenge is to ensure that they are built to empower, rather than to disempower humans. I discuss the nature of human agency, and the ways that it is enhanced or degraded by technology. I summarise recent evidence which has explored how humans are empowered or disempowered when they interact with conversational AI systems. I conclude by talking about potential technical solutions for enhancing human agency using AI.
**Bio**: CS is Professor of Cognitive Neuroscience at the University of Oxford, and a Research Director at the [UK AI Security Institute](https://www.aisi.gov.uk/ "https://www.aisi.gov.uk/"). His work focuses on understanding the [cognitive and neural mechanisms](https://humaninformationprocessing.com/publications/ "https://humaninformationprocessing.com/publications/") that underlie human learning and decision-making, and on studying the [impacts of AI on society](https://humaninformationprocessing.com/publications_AI/ "https://humaninformationprocessing.com/publications_AI/"). His research bridges the fields of cognitive science, neuroscience, and artificial intelligence. He is particularly interested in how insights from human cognition can inform the development of more advanced and safer AI systems.
We are [BLISS](https://bliss.berlin/) e.V., the **AI** **organization** in Berlin that **connects like-minded individuals** who share great interest and passion for the field of machine learning. This summer 2026, we will, again, host an exciting speaker series on site in Berlin, featuring excellent researchers from cohere, ETH ZĂźrich, University of Oxford, HuggingFace, and Stanford University.

This meetup is for serious traders in Berlin who already have trading experience but are still working toward long-term consistency and profitability.

Liebe Berliner Unternehmer,

\- 12:30 \- Discussion of books/ projects over coffee
Afterwards, join for lunch if you'd like (optional).
**Drinks & snacks are included** âď¸
* **To reserve your place, a ticket (âŹ9,90/event) or a community pass (only âŹ17,90/MONTH) [from the website](https://pausify.org/) *www.pausify.org* is required**
* **Attendance here doesnât show all sign-ups from other platforms. We usually have about 50 to 100 people at each event.**
***FAQ: Why does it cost money if I bring my own project?***
Because we rent a beautiful, central space for every event. Ever thought your monthly apartment rent was too high? Well, multiply that â thatâs what commercial spaces in big cities like Berlin cost *per hour*.
Of course, if all you want is just some quiet time, your home or a library is perfect. But if youâd like to focus & connect with others in an inspiring space â with drinks, snacks included â thatâs what your ticket helps to cover.
