OpenGov is a visual user interface sitting on top of a specific schema of aggregate financial data.  Socrata is an open data platform that accepts any data of arbitrary size and schema, adds APIs, catalog search, metadata, etc,  and includes a set of in-browser visualization tools for making charts and maps.    You can't really compare the two apples to apples, they are doing very different things.

Socrata does have a budget explorer app that sits on top of our Open Data platform to give a finance-specific user experience.  Laura, I'd be happy to chat with you further.  Ping me when you have a moment.

I'm starting a research project that looks at these public-private boundaries with respect to open data, transparency and risk so I'm trying to get a sense of what is at stake in these decisions to adopt one platform over another (or develop one like NYC Checkbook).
