OpenGov is a visual user interface sitting on top of a specific schema of aggregate financial data. Socrata is an open data platform that accepts any data of arbitrary size and schema, adds APIs, catalog search, metadata, etc, and includes a set of in-browser visualization tools for making charts and maps. You can't really compare the two apples to apples, they are doing very different things.
