Upgrading Bitcoin: discussion about the recent CTV/SpeedyTrial controversy

This time, we'll discuss the recent debate around the proposed upgrade to bitcoin for BIP-119 (CTV). It's good to separate this discussion into separate ideas:

- Regardless, what is the best way for a bitcoin upgrade to happen?
- How are these decisions made?
